    • Title I of the ESEA, as amended by the NCLB Act requires that paraprofessionals meet higher standards of qualification, and ensures that students who need the most help receive instructional support only from qualified paraprofessionals.

  • The glossary section of this document contains the following definition of paraprofessionals:
    • Paraprofessional - This includes paraprofessionals who (1) provide one-on-one tutoring if such tutoring is scheduled at a time when a student would not otherwise receive instruction from a teacher, (2) assist with classroom management, such as organizing instructional and other materials, (3) provide instructional assistance in a computer laboratory, (4) conduct parental involvement activities, (5) provide support in a library or media center, (6) act as a translator, or (7) provide instructional support services under the direct supervision of a teacher [Title I, section 1119(g)(2)]. Because paraprofessionals provide instructional support, they should not be providing planned direct instruction, or introducing to students new skills, concepts, or academic content. Individuals who work in food services, cafeteria or playground supervision, personal care services, non-instructional computer assistance, and similar positions are not considered paraprofessionals under Title I.

  • “Paraprofessional” means a person who is employed by and assigned by a school district or charter school to:
    • Provide one-on-one tutoring for a pupil;
    • Assist with the management of a classroom, including, without limitation, organizing instructional materials;
    • Provide assistance in a computer laboratory;
    • Conduct parental involvement activities in conjunction with one or more duties set forth in this subsection;
    • Provide support in a library or media center;
    • Except as otherwise provided in subsection 2, provide services as a translator; or
    • Provide instructional services to pupils under the direct supervision of a licensed teacher.
  • The term "paraprofessional" does not include a person who:
    • Is proficient in the English language and a language other than English and who provides services as a translator primarily to enhance the participation of children in programs that are financially supported pursuant to the No Child Left Behind Act of 2001, 20 U.S.C. § 6301 et seq.
    • Solely conducts parental involvement activities.
